So many people accuse Floyd Mayweather of hand picking his opponents that nobody stops to think that Freddie Roach and Bob Arum hand picks Manny Pacquiao opponents as well. Their arguement is that Floyd handles his negotiations. You must remember that Pacquiao also has to agree with who he fights. The fighters say it all the time, "Whoever my management puts in front of me then that's who I will fight". This is far from the truth. Fighters themselves have to make that decision. Your management team throws a name at you and you have to decide whether to fight that person or not.
Interesting enough, that we wonder if Sugar Shane Mosely loses to Floyd Mayweather would Pacquiao be willing to fight him then if the negotiations fall through between Money Mayweather and Pacquiao again? What would the media and fans think if they tell Pacquiao that Shane took the test, why not you now?
